I Want to Apply for a New Special Order shipping License and
a Liquor Enforcement Tax Certificate

A Special Order Shipping License Will:

Introduction:

If you are applying for a Special Order Shipping license then you must also obtain a Liquor Enforcement Tax Certificate. Please submit your Special Order Shipping License Application and your Business Tax Application together to expedite the licensing and registration process.

Change in Kansas Liquor Laws:

In May 2010, the Kansas Legislature has made amendments to the Kansas Liquor Control Act and the Kansas Club and Drinking Establishment Act to allow liquor licenses to change from a 1 year license term to a 2 year license term effective July 1, 2010.

When you apply for a new liquor license or renew your existing license this year, it will be for a 2 year license term instead of 1 year license term. The license fee has been adjusted accordingly.

Applying for a Special Order Shipping License:

Complete and submit your application with the required information listed below.

Kansas Applicants:

The Special Order Shipping license is available to active Kansas Farm Winery and Kansas Wine Manufacturer licensees who hold a Federal Basic Wine Manufacturing Permit. The following documents and fees are required to obtain a new Special Order Shipping License:

  1. Kansas Liquor License Application and Instructions (ABC-800) (Rev. 08/10) - REVISED
  2. Copy of your Federal Basic Wine Manufacturing Permit
  3. $100 fee ($50 licensing fee + $50 registration fee)
  4. Post a $750 escrow or surety bond* using the forms below:
  5. Apply for a Liquor Enforcement Tax Certificate

*This requirement is for Kansas Wine Manufacturers only since Kansas Farm Winery licensees have complied with this requirement by posting a $2,000 bond for their Farm Winery license.

Out-of-State Applicants:

The following documents and fees are required to obtain a new Special Order Shipping License. If your company owns multiple locations that wish to obtain a Special Order Shipping license, you must submit all items listed in #1 through #6 for each location. You may submit one Application (ABC-800) for all locations.

  1. Kansas Liquor License Application and Instructions (ABC-800) (Rev. 08/10) - REVISED
  2. Copy of your Irrevocable Consent to Jurisdiction (ABC-160) form that has been stamped "FILED" by the Kansas Secretary of State*
  3. Copy of your Federal Basic Wine Manufacturing Permit
  4. Post a $750 escrow or surety bond using the forms below:
  5. $100 fee ($50 licensing fee + $50 registration fee)
  6. Apply for a Liquor Enforcement Tax Certificate

*If you previously filed the Irrevocable Consent to Jurisdiction (ABC-160) form with the Kansas Secretary of State, you are not required to file this form again. Instead, submit a copy that has been stamped "FILED" by the Kansas Secretary of State with your application for a Special Order Shipping License.

Applying for a Liquor Enforcement Tax Certificate:

You must make application for a Liquor Enforcement Tax Certificate by using the Business Tax Application (CR-16). Visit the Business Registration page to obtain additional information about the business tax registration process.

To expedite the licensing and registration process, please submit your Kansas Liquor License Application, requested information above and your Business Tax Application together in one packet.
